China’s Possible Intentions (Con't)

Attitude towards International Co-operation

China has been projecting a good neighbour attitude and displayed commitment to preventing the spread of weapons of mass destruction, claiming adherence to the Missile Technology Control Regime, Biological Warfare Convention, Convention of the Physical Protection of Nuclear Material, signing the Nuclear Non-Proliferation Treaty37 and recently ratified the International Chemical Weapons Convention (CWC)38.

China has been eager to reduce tension with all it’s neighbours to create a peaceful environment in which the China can devote itself to achieve economic development. In addition, China has become increasingly active and responsible member of international organisations and regimes. It is a member of the International Monetary Fund, Asian Development Bank, Asia Pacific Economic Cooperation (APEC) and is applying to be a member of the World Trade Organisation. China had also played a constructive role in resolving regional conflicts such as the Cambodia and North Korea Issues. 

China has also fulfill the pledge made in the July 1995 session of the ASEAN Regional Forum (Security) to publish a Defence White paper. The publication on 17 Nov 95 is a first step in clearing of the ambiguity, provide a frame work for future analysis and discussion on the Chinese military, and China’s clear intention of it’s inclination for peace39.
